WHEREAS the Province of Ontario has determined that it is advisable to
rehabilitate Provincial Highway No. 15 and has undertaken a series of
designs which would propose a massive amount of construction and provincial
investment to be required;
AND WHEREAS at the point that Highway 15 intersects with County Road 42, has
been considered by many to be a hazardous intersection, particularly when
local residents travel over the provincial highway;
AND WHEREAS in 2007, the Ministry of Transportation staff presented to this
Council, design plans which showed a dramatic reduction in the curvature of
this portion of Highway 15, which would have considerably improved the level
of visibility and safety to our residents' crossing over Highway 15;
AND WHEREAS in late 2008/early 2009, the Ministry of Transportation
presented to this Council, revised design plans for this intersection, which
showed a considerable reversal to the 2007 plans. This revised design, would
only minimally improve the visibility and safety of this intersection but
would also result in a significant reduction in the amount of funds expended
by the Province of Ontario;
AND WHEREAS staff from the Ministry of Transportation, during a meeting with
the Township's Mayor and CAO, openly admitted that while the most recent
design met with the current minimum engineering standards, the decision to
revert to this option was primarily due to a lack of funding rather than a
recommendation of the best option available;
NOW THEREFORE THE TOWNSHIP OF RIDEAU LAKES ENACTS AS FOLLOWS:
That the Minister of Transportation be respectfully requested to direct his staff to recommend the 2007 design plan for the intersection of Highway 15 and County Road 42.
That local residents who have an interest in this intersection, be requested to directly send a letter to the Honourable Jim Bradley, Ontario Minister of Transportation to demand that the original design, circulated in 2007, now be made the preferred option.
AND FURTHER Recommends to Council that staff forward this Recommendation to
the Minister of Transportation, at jbradley.mpp@liberal.ola.org.
