On October 1st, 2007, waste and recycling collection began and is provided to all households in the Township. Collection occurs on all public roads. Residents on public roads (Township, County, Hwy 15) receive curbside pickup at the end of their driveway year-round. Residents on private roads receive collection service at the nearest intersection of a public road (see list on pages 9-12 for your location) from October to May.

 

Starting the May long weekend (until Thanksgiving), curbside waste and recycling collection will be provided down most seasonal/private roads for the summer season. After Thanksgiving, private roads will again receive pickup at the nearest intersection of a public road until the following May.

 

The questions and answers below provide more details about how the program works. If you have any specific questions and cannot find answers on this website, please contact the Township office at 1-800-928-2250 x 230.

 

Why provide collection Township-wide?

§  It’s Council’s intention to provide uniform service to all Township residents

§  To promote waste diversion and recycling

§  To extend the limited remaining life of our landfill site

 

How is this going to work?

§  WASTE - Weekly, on your scheduled day (see attached info), you may place up to 2 bags of garbage (with a current bag tag on each) at the end of your driveway for pickup (unless an alternate location has been specified for you, see pages 9-12). Garbage must be in clear (no colour) bags that weigh no more than 40 pounds (18 kg) each.

§  RECYCLING - Weekly, on a specific day (for most people the same day as your waste), you may place as many as 10 blue recycling bags out for pickup (no tags required). Recycling must be in transparent blue bags. Continue sorting your recycling as you currently do. Please put all cans and plastics into one bag, papers/cardboard into another and glass into another.  Cardboard may be bundled & tightly TIED AND PLACED beside your bags (you don’t have to put cardboard in a bag).

§  Please place all bags at the end of your driveway.  Do not cross the road to set bags out for collection.  Please ensure that your garbage/recycling is visible to the driver (not behind a mailbox or tree).

 

 

 

What time do I have to have my waste and recycling out?

§  ALL bags must be out by 7:00 am on the morning of your scheduled collection day. If it’s out later than 7:00 am, you may miss your pickup for that week. The truck will not come back to pick up missed garbage that was out late.

 

What about the landfills?

§  The Portland Landfill Site on Old Kingston Road remains open Wednesday and Saturday, 8 am to 4 pm.

§  When you visit the Landfill Site to dispose of waste, you will be charged $198.00 per tonne ($0.09 per pound) with a minimum $10.00 charge per visit.

§  Compost, recycling, scrap metal and most tires are free of charge.  

§  There is a tipping fee for brush at $21 for a full half ton truck/single axle trailer load.

 

I live on a private road, when and how do I get pickup?

§  From Thanksgiving to Victoria Day, you can place your bags at the end of your private road (not driveway) where it meets the nearest public road for pickup. Bag limits and bag tag requirements still apply.

§  Starting the Tuesday after Victoria Day, most residents on private roads will receive collection at the end of their driveway. Only a few private roads will not receive curbside pickup at this time due to inaccessibility and other reasons. Maps and schedules can be found below or contact the Township office (1-800-928-2250 x 230). The Tuesday following Thanksgiving is the last day for collection down private roads.  Following this, service will again revert to collection at the nearest public road.

 

Composting

§  In order to reduce the amount of waste you put out at the curb, the Township encourages you to divert as much waste as possible through recycling and composting. The Township sells backyard composters for $35.00 (no tax) each. 

 

What about bag tags and where can I get them?

§  All garbage bags must have a current curbside bag tag affixed to it to receive pickup.

§  You must buy bag tags (available at locations throughout the Township) for $2.00 (no tax) each in sheets of 10.  See the Bag Tag page on our website.

 

What can I recycle?

§  You can recycle plastics #1, 2, 3, 4, 5, 6, 7, as well as aluminum/metal cans, paper, boxboard, cardboard, etc. A full and complete list is available on the recycling section on our website or call the Township office. Please make sure to separate your containers (cans, plastics) from your papers (cardboard, paper, etc.) and from your glass, and place in separate bags.  See the sorting guide in this document or the recycling page on the township website for sorting information.

 

I live on an island, where can I get rid of my waste/recycling?

§  Starting on the Sunday of the May long weekend, you may bring your waste and recycling to several harbour/marina locations throughout the Township for disposal. A Township truck will be parked at the locations listed below on Sunday evenings during the summer. See next paragraph for holiday schedule changes. Bag tag requirements still apply. Please do not leave any garbage or recycling when the truck is not there, as this will be considered a fineable offence.

§  Locations for Sunday Evening Island Collection (for island residents only):

Newboro Harbour:  4pm – 8pm

Portland Harbour:  4pm – 8 pm

Glover’s Road Boat Launch:  4pm – 8pm

Franklin Road:  4pm - 8pm

Lower Beverley Lake Park Boat Launch:  4pm - 8pm

Forrester's Landing Boat Launch:  3:30pm - 3:45pm

The last four scheduled Sundays of the season for island collection will be 4pm to 6pm (instead of to 8pm) due to decrease in usage and available daylight hours.

 

Stat Holidays

§  When a holiday (statutory or civic) falls on a weekday, the entire collection schedule moves forward one day. (Christmas time may vary)

§  For example, if you have collection on a Tuesday and there is a statutory holiday on that Monday, your pickup day becomes Wednesday for that week. The next week, everything is back to normal.

§  If a holiday falls on a Saturday or Sunday, the schedule is not affected (even for island residents).

§  Check this website or your Rideau Lake’s calendar for changes to the Christmas holiday schedule each year.

 

My garbage wasn’t picked up this week, why?

§  There may be several reasons why your garbage wasn’t picked up:

a.      Not in plain view of driver (hidden behind an obstacle)

b.      Not out by 7:00 am on day of pickup

c.       No bag tags (or the wrong bag tag) on your garbage

d.      Too much recycling in your garbage bag

e.      Material is not bagged properly

f.        Your garbage bag is over the 18kg (40 lbs) weight limit

g.      Your garbage is not in a clear (no colour) bag

h.      Your recycling is not separated and in a blue clear bag

i.        Dogs are running loose and the driver didn’t feel it was safe to stop and get out  (tie up your dog on pickup day)

j.        garbage and recycling was mixed together

k.      cans, plastics, papers, cardboard, glass were all mixed together

l.        glass still had lids on them (lids belong in the metal/plastics bag)

m.   recycling was not cleaned properly (items such as used tissues and paper towels are garbage, not recycling).

 

§  If your garbage/recycling was out by 7:00 am and got left behind, the driver will leave an orange tag to explain the reason why it was not picked up.  You may call the Township Office if you have any questions at 1-800-928-2250 x 230.

 

General Information

§  If you set your bags out the night before, the Township recommends that the bags are placed in an animal proof container. Any bags that have been torn open will not be picked up.  Any scattered material will be the responsibility of the owner and will not be cleaned up by the Township.

§  Each household is responsible for purchasing their own garbage (clear) bags and recycling (blue) bags. These can be obtained at many local retailers.

YOU MAY BUNDLE and tightly TIE THIS MATERIAL INSTEAD OF BAGGING IT IF YOU LIKE (it must be tied, if it is loose it won’t be picked up)

  • Clear and coloured glass (clean)   No lids

 

 

 

    Remember to return all deposit bottles to your local bottle return retailer.

  • Food scraps including fruit and vegetable peelings, coffee grinds, breads, egg shells, tea bags, etc.
  • NO meat, bones, oils, etc.

  • Used oil/gas
  • Paint, paint cans
  • Aerosol cans
  • Cleaning products (i.e. javex, bleach, etc.)
  • Batteries

 

 

ALL LARGE ITEMS, LOOSE MATERIAL MUST BE DISPOSED OF AT THE LANDFILL SITE.

 

  • Please sort and clean all containers (plastic, aluminum, tin) before placing in your blue bag.
  • Cardboard, paper and newsprint may be bundled and are not required to be in a bag.  

 

When Do I Have Pickup?

 

Collection will occur throughout the Township from Monday to Thursday each week. All private roads (except South Elmsley) will receive collection on MONDAY throughout the year. More information on private roads can be found on the website.

 

The scheduled days for all public roads in the Township are as follows on the map below. The following hamlets will receive collection on Thursdays: Newboro, Elgin, Delta, Portland.

 

If you live on the border between Tuesday and Wednesday on Narrows Lock Road, Chaffeys Lock Road, and a small portion of County Road 42, your pickup day will depend on what side of the road you live on. If you live on the North-West side of any of the above roads, you will receive pickup on Tuesday. If you live on the South-East side of any of the above roads, you will receive pickup on Wednesday (see map below).

Private Roads

 

Private roads (except South Elmsley) will receive collection service on Mondays throughout the year (see the South Elmsley schedule on the website or refer to your Rideau Lakes calendar).

 

From mid-October to mid-May each year, private roads will receive collection at the nearest intersection of their private road and a public road (see list below).

 

From Victoria Day to Thanksgiving each year, most (see below) private roads will receive curbside collection at the end of their driveway. Several private roads will continue to receive service at the nearest public road intersection because of road accessibility and other reasons. If you are unsure of where you receive pickup after reading the list below, please contact the Township at 1-800-928-2250 x 230.

 

An easy way to remember where you have collection as a private road resident:

If it’s between Victoria Day and Thanksgiving (summer), you will have collection at the end of your driveway.

 

If it’s between Thanksgiving and Victoria Day (winter), you will have collection at the end of your private road at the location specified below.
